VISI, Vol. 17, No. 3 Okotober 2009 (Rak 8-P : Universitaria) ABSTRAK : One of important aspect in transition process of Indonesia to achieve the true cemocracy is the constitution change of UUD 1945 Acts. The most important of this change is found the DPD. Since the constitution change, the parliament system in Indonesia has been changed from unicameral to bicameral. However, this system does not show the balance of responsibility and authority between DPD and DPR. This paper will discuss all of circumtances and implications of legislation funcitions related to consititution change
